Kiskőrös, Kecel és Soltvadkert
Zsidók lakhelyének kijelölése ügyében, mivel a zsidók a kijelölt helyre beköltöztek, velük szembe az alábbi korlátozó rendelkezéseknek megtételére hívom fel a Csendőrőrseket és Elöljáróságokat.
1. A trágya, szemét és árnyékszék kellékei a gettó területéről eltávolítandók.
2. A gettóba ki és bejárni nem szabad. Csak egy kocsi és gyalogbejáró lehetséges. A többi kapuk és ajtók lezárandók. Ki és bejáró hely megjelölendő.
3. Az utcáról nyíló ablakok alsó szárnyai belülről vastagon bemeszelendők és csak szellőzésre az ablakok felső szárnyai nyithatók ki.
4. A gettóba történő minden szabálytalanságért a gettótanács illetve vezetőség felel. A felelősség internálás terhe mellett kötelező. Csak a vezetőségnek szabad a meghatározott időben kijönni és előírás szerint a bevásárló csoportnak.
5. A gettóbanlévőknek keresztények semmit el nem adhatnak és amennyiben valamelyik keresztény ember a zsidókkal külön a gettóba szóba áll, internálásra javaslatot kell tenni.
6. A piacra Kiskőrösön kettő tanácsvezető, vagy egy férfi és egy nő mehet ki, legfeljebb 4 kísérővel, de a kísérő a piactér egy félre eső helyén tartózkodik és a kettő bevásárló által összehordandó árukat tanácsbeli vezetésével hazahordani. Az utcán és a gettósorokban haladhatnak és nem állhatnak meg beszélgetés vagy egyéb ürügy alatt. Soltvadkerten és Kecelen, tekintettel arra, hogy a gettó a piactér mellett van, csak kettő bevásárló személy jelenhetik meg a piacon.
7. A piacon való megjelenést, amely egy napon 2 óránál tovább nem tarthat, pontos időhöz nem kötöm, hanem a zsidó tanács érdeklődésére az elöljáróság minden nap piaci reggelen közli, hogy aznap a bevásárlási idő mely órától meddig tart. Ezen váltakozó beosztásra azért van szükség, mert egyes keresztények megtudva, hogy a zsidók mikor vásárolhatnak, úgy hogy abban az időben jelennének meg a piacon, amikor a zsidók a bevásárlást eszközlik és így a keresztény tömegek hátrányba kerülnének.
8. A gettótanács Kiskőrösön és Soltvadkerten, három-három, Kecelen pedig legfeljebb 2-2 személyből állhat, arra az esetre, ha kint a hatóságok előtt vagy a gettón kívül kell megjelenni. A gettóba többen is lehetnek. A gettótanács személyének neveit be kell jelenteni.
9. A gettótanács [tagjai] vagy „gettótanács” vagy „gettóvezetőség” felírásuk lehetőleg sárga karszalaggal látandó el, mely karszalagok főszolgabíró bélyegzővel látandók el, és ilyen láttamozott karszalag nélkül az utcán megjelenniük nem szabad.
10. Kiskőrösön a gettóba vezető utcák a kiadott deszkával elkerítendők.
11. Köztisztaságra a legnagyobb gond fordítandó és a községi orvosok hetenként tartoznak a gettót közegészségügyileg felülvizsgálni. A járási felülvizsgálatot a járási m.kir. tisztiorvos látja el.
12. Postára naponként a gettóvezetősége csak egyszer és megállapított időben mehet el.
13. A tűzrendészetre is nagy gond fordítandó és az üres edények a kút mellett vízzel megtöltve tartandók.
14. Egyenlőre a gettóból munkára sem szabad a zsidóknak kimenni, kivéve a hadiüzemi munkást.
Egyéb esetleges előadódó sürgős kérdést az elöljáróság vagy a csendőrőrség oldja meg. […] Forduljanak hozzám kérdéssel.
A gettó[ban …] névjegyzék fektetendő fel és a rendőri felügyelet olyan képen […], hogy a névjegyzék alapján a csendőrség [alk]almilag győződjék meg […] a gettóba van.

Subject: assigning the residences of the Jews
Prefecture and Gendarme post!
Kiskőrös, Kecel and Soltvadkert
In the subject of assigning houses for the Jews, as when the Jews moved in the places assigned to them, I call the attention of Prefectures and Gendarme posts to execute the sanctions below.
1. Excrement, garbage and the accessories of privies must be removed from the territory of the ghetto.
2. It is forbidden to go in and out of the ghetto. Only one gateway for coaches and pedestrians can be set up. The rest of the gates and doors must be sealed. The exit must be signed.
3.The lower sashes of windows opening to the street must be whitewashed from the inside and only the upper sashes can be opened for ventilation.
4. For every infringement that happens in the ghetto, the ghetto council or leadership is responsible. Taking responsibility is an obligation under the penalty of internment. Only the leadership is allowed to come out at the designated time and the group dealing with shopping according to the directions.
5. Christians are not allowed to sell anything to those in the ghetto and in case a Christian person converses with the Jews in the ghetto, internment must be proposed.
6. Two council leaders or one man and one woman can go to the market in Kiskőrös; with 4 attendants at most, but the attendants must stay at a secluded part of the market place and the merchandise piled up by the two shoppers must be brought home with the leading of a council member. They can proceed on the street and in the ghetto lanes and they can not stop for chatting or any other reason. In Soltvadkert and Kecel, since the ghetto is close to the market place, only two shoppers can appear at the market.
7. I do not designate a concrete time for appearing at the market, which cannot last for more than 2 hours per day, but following the inquiry of the Jewish council, the prefecture tells them every day in the morning when the shopping time starts and finishes. This changing schedule is needed because knowing when the Jews can go shopping, some Christians would show up at the market, when the Jews are doing the shopping, therefore the Christian crowds would suffer a disadvantage.
8. The ghetto council can consist of up to 3-3 people in Kiskőrös and Soltvadkert and 2-2 in Kecel, in case they must appear in front of external authorities or outside of the ghetto. Inside the ghetto there can be more of them. The names of the ghetto council members must be declared.
9. The ghetto council [members] must be equipped preferably with yellow armband with the caption “ghetto council” or “ghetto leadership”; which armbands must be stamped by the főszolgabíró and they cannot appear on the street without such endorsed armband.
10. In Kiskőrös, the streets leading to the ghetto must be fenced off with the allotted boards.
11. Utmost care must be taken of public cleanliness and the municipality physicians must inspect the ghetto’s public health every week. The district inspection will be taken care of by the royal health officer of the district.
12. The ghetto leadership can go to the post office once per day and in the designated time.
13. A great deal of care must be taken of fire service and the empty buckets next to the well must be kept filled with water.
14. For the time being Jews cannot go out of the ghetto even to work, except for war factory workers.
Any other possible urgent questions arising must be solved by the prefecture or the gendarmerie. […] They can turn to me with the question.
[In the] ghetto a register must be made and with such police supervision […] that based on the register the gendarmerie must check occasionally […] is in the ghetto.
